Meta / Facebook Surveillance Architecture & Technical Privacy Defense
A technical analysis of Meta's cross-site tracking infrastructure, their 2024–2026 policy changes, and a working layered defense stack validated in production.
01 Executive Summary
Meta Platforms, Inc. operates one of the most extensive behavioral data collection systems in existence, spanning its core products — Facebook, Instagram, Threads, WhatsApp — and extending across third-party websites and applications through embedded tracking infrastructure. Recent policy updates have expanded Meta's claimed rights to use collected data for artificial intelligence training, broadened cross-platform data pooling, and reduced user consent requirements under the "legitimate interest" legal basis.
This document maps Meta's tracking architecture end-to-end, identifies the technical function of each tracking domain, describes a working four-layer defense stack tested in production, and identifies residual exposure vectors with mitigations. All claims are sourced from Meta's published policies, regulatory enforcement records, and peer-reviewed research.
02 What Meta Collects
Meta's Privacy Policy (effective January 2023, amended March 2024) acknowledges collection of:
| Category | Examples |
|---|---|
| Content | Posts, photos, messages, comments, stories |
| Activity | Pages visited, links clicked, time-on-post, scroll depth |
| Connections | Friends, follows, group memberships, event attendance |
| Device & Browser | OS, browser, screen resolution, installed fonts, battery state |
| Location | GPS (when permitted), IP-derived location, Wi-Fi triangulation |
| Off-platform browsing | Via Meta Pixel, SDK, and social plugins on third-party sites |
| Financial | Payment info and purchase history via Meta Pay |
| Inferred attributes | Political views, religion, health conditions, sexual orientation — derived, not declared |
03 New Policy Developments 2024–2026
3.1 — AI Training via "Legitimate Interest"
In May 2024, Meta announced it would use public posts, photos, and user interactions to train its generative AI models (Llama, Meta AI) citing legitimate interest under Article 6(1)(f) of GDPR. [5]
| What It Means | Detail |
|---|---|
| Scope | All public content since account creation eligible for AI training ingestion |
| Consent model | Opt-out only — no active consent required under Meta's legal framing |
| Opt-out | Manual objection form; Meta reviews individually and may reject |
| EU pause | Irish DPC paused AI training for EU users June 2024 — no equivalent pause for U.S. users [6] |
| Legal status | EDPB guidelines (March 2024) state legitimate interest cannot override fundamental privacy rights [7] |
3.2 — Cross-Platform Data Pooling
Meta pools data across all its properties into a single behavioral profile:
| Platform | Data Pooled |
|---|---|
| Facebook / Instagram / Threads | Full social graph, content, behavioral signals |
| Communication metadata — who, when, frequency (not content) | |
| Meta Quest (VR) | Physical movement, spatial behavior, gaze tracking |
| Audience Network | Third-party app and web activity |
3.3 — Off-Facebook Activity (OFA) Scale
The Meta Pixel is embedded on approximately 30% of all websites globally as of 2024. [10] Any site with the Pixel reports your visit to Meta — even if you are not logged in and do not have a Facebook account. Meta builds and maintains a shadow profile for these unregistered users.
04 Facebook Tracking Topology
The following diagrams show the complete data flow from browser to Meta's infrastructure, and where each defense layer intercepts it.

06 Technical Tracking Mechanisms
6.1 — Cookie-Based Identification
| Cookie | Purpose | Lifetime |
|---|---|---|
c_user | Plaintext Facebook user ID | Session / persistent |
datr | Browser fingerprint — set for all visitors to facebook.com, including non-members | 2 years |
fr | Encrypted user+browser ID for ad targeting | 90 days |
sb | Security browser ID for integrity checks | 2 years |
6.2 — Browser Fingerprinting
When Meta's JavaScript executes, it collects signals that survive cookie deletion and VPN IP changes:
Canvas rendering fingerprint — unique per GPU / driver combination WebGL renderer string — identifies graphics hardware Installed font enumeration — consistent across browser sessions AudioContext fingerprint — unique per audio stack configuration Screen resolution + color depth Time zone offset Navigator properties — language, platform, plugin list Mouse movement timing patterns Scroll behavior signatures
Laperdrix et al. (2020) found browser fingerprinting correctly re-identifies 90.84% of returning browsers — without any cookies. [14]
6.3 — Off-Facebook Activity Technical Flow
1. User visits third-party site with embedded Meta Pixel
2. Browser loads: connect.facebook.net/en_US/fbevents.js
3. Pixel fires HTTP POST to: pixel.facebook.com/tr/
Payload:
· Event type (PageView, AddToCart, Purchase)
· Page URL and referrer
· User-Agent string
· Cookie values (fr, datr — if present)
· Hashed email (if site uses Advanced Matching)
· Custom parameters (product ID, price, category)
4. Meta matches payload to user profile via:
a. Cookie match (if user is logged into Facebook)
b. Probabilistic fingerprint match
c. IP + User-Agent correlation
d. SHA-256 hashed email match (Advanced Matching)
5. Event logged to behavioral profile — retained indefinitely
07 Defense Architecture
Layer 1 — /etc/hosts DNS Sinkholing
The OS resolves all 38 blocked domains to 0.0.0.0 before any TCP connection is opened. No data reaches Meta's servers.
# Meta Tracking Pixels & SDK 0.0.0.0 pixel.facebook.com 0.0.0.0 connect.facebook.net 0.0.0.0 tr.facebook.com 0.0.0.0 an.facebook.com 0.0.0.0 analytics.facebook.com 0.0.0.0 logging.facebook.com # MQTT / Push / Real-time 0.0.0.0 mqtt.facebook.com 0.0.0.0 edge-mqtt.facebook.com 0.0.0.0 push.facebook.com 0.0.0.0 edge-chat.facebook.com 0.0.0.0 rupload.facebook.com # Link Shim 0.0.0.0 l.facebook.com 0.0.0.0 lm.facebook.com # Meta AI 0.0.0.0 ai.facebook.com 0.0.0.0 graph.meta.ai 0.0.0.0 meta.ai # Instagram Trackers 0.0.0.0 i.instagram.com 0.0.0.0 graph.instagram.com 0.0.0.0 b.i.instagram.com
Layer 2 — WireGuard Full-Tunnel VPN
All traffic is encrypted and exits through a cloud VPN gateway. The real ISP-assigned IP is never exposed to any destination server.
[Interface] PrivateKey = <your-private-key> Address = 10.10.0.2/24, fd00:10:10::2/128 DNS = <vpn-gateway-ip> [Peer] PublicKey = <server-public-key> AllowedIPs = 0.0.0.0/0, ::/0 Endpoint = <your-vps-ip>:51820 PersistentKeepalive = 25
Encryption: ChaCha20-Poly1305 for data, Curve25519 for key exchange, BLAKE2s for hashing. [15]
Layer 3 — DNS Kill-Switch (PF Firewall)
DNS queries are locked to the VPN gateway. If the VPN tunnel drops, DNS resolution fails entirely — no fallback to cleartext ISP DNS, no leak.
# macOS PF rules — /etc/pf.anchors/wts-dns-killswitch
pass quick on lo0 proto { tcp, udp } to any port 53
pass quick proto { tcp, udp } to <vpn-gateway-ip> port 53
block drop quick proto { tcp, udp } to any port 53
The VPN gateway runs dnscrypt-proxy → DNS-over-HTTPS, encrypting DNS queries against network-level snooping.
Layer 4 — IP Threat Intelligence Auto-Block
1,800+ known malicious IPs blocked at the network layer via daily-updated threat intelligence feeds. Snort IDS provides L3/L7 detection on the VPN gateway with real-time alerting.
08 Residual Exposure Analysis
| Vector | Risk | Notes |
|---|---|---|
| On-platform behavior | High | All activity on facebook.com / instagram.com is fully observable by Meta. Defense layers only address cross-site tracking. |
| Browser fingerprinting | Medium | Canvas, WebGL, and font fingerprints persist across VPN IP changes and cookie clears. Requires browser-level tools (uBlock Origin, Firefox RFP). |
| Mobile devices | Medium | /etc/hosts and PF rules are host-specific. Mobile devices require network-level DNS (Pi-hole, AdGuard) for equivalent protection. |
| WhatsApp metadata | Low–Med | Content is E2E encrypted. Communication metadata (who, when, frequency) is retained and pooled into the behavioral profile. |
| Past collected data | Non-remediable | Data collected before these defenses were deployed is in Meta's possession. GDPR Art. 17 provides a legal mechanism; practical effectiveness is limited. |
09 Fairness Note
On Objectivity
This article documents Meta's practices as described in their own published policies, regulatory filings, and peer-reviewed research. The following context is equally important:
- Meta provides free services to billions of users; targeted advertising is the stated mechanism by which these services are funded.
- Meta has implemented user-facing controls — the Off-Facebook Activity dashboard, Ad Preferences, and Privacy Checkup — that provide partial transparency and some degree of opt-out capability.
- The "legitimate interest" legal basis for AI training is genuinely contested law; pending EDPB proceedings and court cases may narrow or expand Meta's claimed rights.
- The tracking mechanisms described are not unique to Meta. Google, Amazon, and other large platforms operate comparable systems.
- The objective of this article is technical accuracy, not advocacy. Users have the right to implement technical defenses against data collection.
10 Recommendations
| Priority | Action | Addresses |
|---|---|---|
| High | Deploy Pi-hole on home router pointing to a DoH resolver | Extends protection to all LAN devices — phones, tablets, smart TVs |
| High | Firefox + uBlock Origin with Meta/Facebook filter lists | Canvas fingerprinting, newly registered tracking domains |
| Medium | Dedicated browser profile for Facebook only — no other tabs | Cross-context leakage within browser memory |
| Medium | Submit GDPR/CCPA AI training objection — Facebook Settings → Privacy Center | Documented opt-out record; paper trail for enforcement |
| Medium | Enable source-destination check bypass on VPN gateway VNIC | Required for VPN to forward traffic to internet correctly |
| Low | Refresh /etc/hosts blocklist quarterly against updated Meta domain lists | New tracking subdomains and rebranded endpoints |
